MY FAVORITE TATOO ARTIST!! Luis has become a friend and a mentor to me he did my first tattoo and he’s done 80% of the art on my body he knows how to get the job done. His line work and shading is top notch and he’s the only artist I know that can get a whole chest piece in one day, and all his work heals perfectly I will keep going to Luis until I’m finished with my body art. If you want a professional tattoo artist than go to this guy. ILL ADD SOME OF THE TATTOOS HES DONE he has done a lot more on my body

Been a bit since Luis has tattooed me but everything I have has held up well and still looks beautiful. I can only assume hes gotten better and better in the intervening years. He first tattooed me in 2005 and has done quite a bit of work on my upper arms and shoulders since then. Highly recommended.

Luis has been my tattoo artist for 20 years. After I went to a couple other artists and had work done, I found Luis. He covered up one of the previous screw ups another artist did. I won’t go anywhere else!!! His work is worth every $$$ spent. His shop is always immaculate and sanitary. His talent has no end. You will be happy with any tattoo you have done!

Howling Winds Tattoo Studio is the best tattoo studio I have ever set foot in. It reminds me of Andy Warhols infamous NYC Art studio the ‘Factory’. Inside owner Luis Vargas’ art work decorates the walls of his 20ft high warehouse style studio. He has worked on me, my friends and family for the past 10 years to everyone’s fullest satisfaction. You immediately are welcomed with a positive smile and a head full of creative ideas to take your old or new tattoo to new hights. I can truly say that Luis has never failed to deliver an outstanding piece that I love to show off whenever I can. I love the privacy of is studio where time seems to stand still once you enter. If I could I would give his studio 10 stars for outstanding customer service✨ I recommend anyone looking for a positive artist delivering the best body art in LA to check out his studio. Vargas is an AMAZING artist! His knowledge of art (and all kinds of other unexpected subjects) makes his tattoo work SHINE. Really private and cool artist studio too. Im constantly stopped with compliments on all the work hes done for me over the years.
